Official Plan Review
Background
The current Lambton County Official Plan (OP) was adopted by Lambton County Council in September 2017 and approved with modifications by the Ministry of Municipal Affairs in March 2018.
The County of Lambton is now conducting a review of the Official Plan pursuant to Section 26 of the Planning Act.
NPG Planning Solutions has been engaged to oversee the review process.
This Official Plan Review provides the opportunity for the County to:
- align with updated legislation, including changes to the Planning Act
- bring the OP into conformity with the 2024 Provincial Planning Statement, which came into effect on October 20, 2024
- update population, housing needs, and employment projections
- assess land supply
- assess whether the OP reflects community goals, priorities, and needs

Adopted Projections and Land Needs Assessment
County Council adopted population, housing, and employment projections and a land needs assessment at its May 6, 2026 Council meeting when it approved the April 15, 2026 Committee of the Whole Minutes. Relevant reports and approved documents are:

Open Houses
The County of Lambton will host informal drop-in sessions to provide the public with the opportunity to review and discuss the draft of the proposed new Lambton County Official Plan and to provide input regarding community goals, priorities, and needs.
Five Open Houses will be held from July 20 - 22, 2026 at the following times and locations:
- Monday, July 20, 6:00 p.m. - 8:00 p.m. @ Lambton Shores Municipal Office (9577 Port Franks Road, Thedford)
- Tuesday, July 21, 2:00 p.m. - 4:00 p.m. @ Dawn-Euphemia Community Centre (6213 Mill Street, Florence)
- Tuesday, July 21, 6:00 p.m. - 8:00 p.m. @ Plympton-Wyoming Fair Building (595 Main Street, Wyoming)
- Wednesday, July 22, 2:00 p.m. - 4:00 p.m. @ Moore Sports Complex (1166 Emily Street, Mooretown)
- Wednesday, July 22, 6:00 p.m. - 8:00 p.m. @ Clearwater Arena (1400 Wellington Street, Sarnia)

Future Steps
County staff will work with NPG Planning Solutions and local municipalities to identify possible changes to settlement boundaries as informed by the adopted Land Needs Assessment and stakeholder and public input.
A formal Public Meeting will be held following the Open Houses at a to-be-determined date.
Proposed updates will be finalized based on consultation and presented for adoption by County Council.
